The Bellefonte Center for Children and Families (BCCF) provides clinical, co-parenting and court-involved, and professional services grounded in a practical, systemic approach to change. Our work focuses on understanding the relationships, circumstances, and recurring patterns surrounding complex problems—and identifying strategies that help individuals, families, and organizations move forward.

William F. Northey, Jr., Ph.D., LMFT, CFT™
Clinical Director | AAMFT Approved Supervisor
Dr. Bill is a licensed marriage and family therapist in Delaware and Maryland with more than three decades of experience spanning clinical practice, higher education, professional training, research, program development, and consultation. His work focuses particularly on complex family systems, high-conflict co-parenting and court-involved families, addictive disorders and recovery, clinical supervision, and the development and evaluation of behavioral health programs.
He has held leadership, faculty, clinical, and consulting positions in university, professional association, community behavioral health, and family therapy training settings.

Yulia Watters, Ph.D., LMFT
Clinical Associate | AAMFT Approved Supervisor
Dr. Watters is a licensed marriage and family therapist in Delaware and Florida and provides primarily telehealth clinical services through BCCF. She is also Curriculum Director for the JFK School of Psychology and Social Sciences at National University.
Her professional background includes clinical practice, teaching, curriculum development, and research. Having lived and worked internationally, Dr. Watters brings a cross-cultural perspective to her work and is fluent in English, French, and Russian.
Experience, Leadership & Perspective
BCCF’s work is informed by experience spanning clinical practice, higher education, research, professional training, behavioral health program development, and consultation.
Dr. Bill has held leadership roles within the American Association for Marriage and Family Therapy and the International Family Therapy Association and currently curates the Systemic Clinical Supervision Track for the World Family Therapy Congress, sponsored by IFTA. Dr. Watters brings extensive experience in higher education, curriculum development, international practice, and cross-cultural clinical work.
Together, this experience brings research, systemic thinking, and real-world practice to BCCF’s approach to complex problems.
